Every alert that crosses the Warning or Critical threshold follows the same five-stage pipeline. Security (Risk) is always first responder — the nearest geo-fenced officer is on scene before a contractor is even dispatched. Every state change is timestamped, broadcast to all portals and measured against the SLA clock; missed deadlines auto-escalate up the on-call hierarchy.
